Paint, solvents and garden chemicals are classed as household hazardous waste and fall under the jurisdiction of your local council.
Contact them to enquire about facilities at civic amenity sites where this type of waste can be deposited. If you have any tins containing a reasonable amount of paint it may be worth checking to see if there is a local Community Repaint scheme, which might be able to make use of it.
